Pasko LjubicicIn 1993, Paško Ljubičić became the commander of the 4th Military Police Battalion of the Croatian Defense Council (HVO) and that he exercised both formal and de facto command and control over members of the HVO Military Police in the Central Bosnia Operative Zone ("CBOZ"), including the 4th Military Police Battalion and the Jokers anti-terrorist sub-group of the 4th Military Police Battalion.  The International Criminal Tribunal for the former Yugoslavia (ICTY) indicted Paško Ljubičić for ten counts of violations of the laws or customs of war and five counts of crimes against humanity. On 26 September 2002, Paško Ljubičić pleaded not guilty to all charges.

On 12 April 2006, the Referral Bench of the ICTY referred the case against Paško Ljubičić to the Court of Bosnia and Herzegovina (BiH).
