Ntaganzwa, Ladislas

Ladislas Ntaganzwa was Bourgmestre of Nyakizu commune in the Butare préfecture during the country’s genocide from April to July 1994. Ntaganzwa was also chairman of the Mouvement républicain national pour la démocratie et le développement (MRND) for Nyakizu.

Ntaganzwa is charged under an indictment issued on 1 December 1998 with participating in a plan to exterminate Tutsis from Rwanda. As part of this plan, Ntaganzwa allegedly incited others to kill Tutsis, distributed weapons for the purpose of this goal, and organized and participated in the massacre of civilians, including an attack on a parish in the commune in which civilians driven from their homes had taken refuge. Accordingly, Ladislas Ntaganzwa is charged with nine counts of, genocide, conspiracy to commit genocide, complicity in genocide, direct and public incitement to commit genocide, murder, extermination, persecutions, inhumane acts (crimes against humanity) and violations of Common Article 3 to the Geneva Conventions.

At present, Ladislas Ntaganzwa remains at large.
